Responsibilities of the Teachers Establishment Division

  1. Administration of the branch office.

  2. Handling daily postal duties of the branch.

  3. Reviewing documents submitted for officers' signatures.

  4. Maintaining the inventory record book and related documentation.

  5. Managing transfers within the principal service.

  6. Handling recruitment matters related to the principal service.

  7. Processing promotions within the principal service.

  8. Issuing reports to external entities, including:
    I. Parliamentary inquiries.
    II. Parliamentary advisory committee inquiries and provincial council inquiries.
    III. Petition committee inquiries.
    IV. Providing information for appeals to the Governor.

  9. Temporary appointments of teachers:
    I. For provincial council schools.
    II. For national schools.

  10. Managing inter-zonal teacher transfers.

  11. Handling inter-provincial teacher transfers.

  12. Managing teacher transfers within national schools.

  13. Processing appeals related to teacher transfers.

  14. Convening the Teacher Transfer Board and handling all procedures related to annual transfers (inter-zonal, inter-provincial, national schools), including application processing and record-keeping for board meetings.

  15. Managing overseas leave requests, modifications, and extensions for teachers and principals.

  16. Handling background payments for teachers and principals.

  17. Recommending applications for teacher promotions to Grade 2-II, Grade 2-I, and Class I based on service duration, and issuing promotion letters.

  18. Providing guidance on teacher salary issues.

  19. Advising on teacher promotion-related disputes.

  20. Recommending study leave for teachers and principals.

  21. Recommending leave adjustments for teachers and principals.

  22. Handling duties related to official leave, unpaid leave, and leave cancellations.

  23. Managing teacher retirements.

  24. Issuing formal appointment letters.

  25. Addressing issues related to pension and gratuity payments.

  26. Processing pre-retirement leave matters.

  27. Handling teacher recruitment into the Southern Province.

  28. Managing teacher promotions within provincial council schools in the Galle district.

  29. Overseeing responsibilities related to peace education.

  30. Confirming the appointments of newly designated principals.

  31. Facilitating the inclusion of teachers who have obtained degrees while in service into the professional graduate teacher category of the Sri Lanka Teacher Service.

  32. Managing teacher resignations.

  33. Processing language proficiency allowances for teachers proficient in multiple languages.

  34. Disbursing English language allowances for English teachers.

  35. Integrating prior service periods into the teaching service.

  36. Handling leave adjustments related to election duties.

  37. Releasing trained teachers and assistant teachers from teacher training colleges.

  38. Assigning teachers trained at teacher training colleges to schools.

  39. Approving emergency accident leave.

  40. Processing compensation claims for emergency accidents.

  41. Confirming appointments of newly appointed principals.

  42. Preparing appointment letters for trainee teachers.

  43. Issuing Grade 3-I appointment letters for home science diploma holders.

  44. Issuing Grade 3-II appointment letters for teacher appointments made on or before 15th February 2005.

  45. Conducting teacher promotions based on service duration for provincial council teachers.

  46. Revising appointment letters for teachers appointed from Pirivena schools.

  47. Issuing Grade 3-I appointment letters for Maulavi trainee teachers.

  48. Releasing teachers from service to take up other government positions.

  49. Granting teacher release for employment in ministerial or parliamentary staff.

  50. Facilitating transfers from provincial council schools to national schools.

  51. Recommending the release of principals due to performance issues.

  52. Recommending special medical leave for teachers.
